During the Khrushchev period of the Soviet Union, one of the remarkable changes of foreign policy is to change the cold policy to India of Stalin period. This thesis starts with the adjustment and development of foreign policy to India, and combines the big country relations at that time. It divides the foreign policy of the Soviet Union during the Khrushchev period into three stages on the whole: the changing stage during 1953—1955; the developing stage during 1955—1959; the maturity stage during 1959—1964. And it has made a thorough analysis to the India policy of the Soviet Union with the level analytic approach in the international relations theory.The thesis narrates and analyses the background of the tradition on the policy of the Soviet Union to India, which aims at explaining the succession and continuity of the policy. It indicates the real beginning of the change on the policy to India when Khrushchev come to power in 1953, while the Soviet—India trade agreement and the Soviet—India steel protocol mark the finish of the policy improvement. The exchanging visits of two—country leaders in 1955 make Soviet Union promote its Indian policy in practical direction. The Soviet Union firmly supports India at Kashmir and Goa issue and the sign of the second Soviet—India trade agreement with India is the achievement of this development. In 1959, the Soviet Union invested India voluminously, which implies the Russian improve its policy to India in maturating direction. Nehru and Khrushchev's withdrawal from historical stage haven't influent the continuous implement of the policy of the Soviet Union to India. The two things improve its maturation. This thesis finds out the essence of the policy of the Soviet Union to India by analyzing the factors .It shows the fierce competition state among big countries in south Asia, especially the conflict between the U.S.A. and the Soviet UnionBy making a general survey of the development course of the Soviet Unionpolicy to India during the Khrushchev period, we draw the conclusions: the Soviet Union bring its advantages and character into play through adjusting and developing to the policy of India, and the Soviet Union took an active part in taking advantage of the contradiction between the U.S.A. and India, then achieved the goal of to break the American blockade and go down, obtained great benefits in the end. These demonstrate the practical and flexibility of the Soviet Union foreign policy.
