Public human resources management is a new subject in China, so there is still a long way for the public sector to study the motivation mechanism. Currently, to use the motivation mechanism efficiently in the promotion system, salary management system, evaluating system and training system is significant in both the theory and the reality.It's necessary for us to build and perfect the motivation mechanism of the public sector and make further study to know how to organize, attract and keep the talents efficiently. There still lies a certain problems and difficulties in the mechanism itself and its carrying out, the public sector needs to learn the advanced theories and experiences of other countries and corporations in order to further perfect its motivation mechanism.This thesis is divided into four parts: the first part introduces the theories, their main functions and exertion ways of motivation and the motivation mechanism; the second part analyzes how the motivation mechanism exerts and its experience of the west civil service system and summarizes the formation and actuality of the human resources' motivation mechanism in Chinese public sector; the third part studies the obstacles exist in the motivation functions in the promotion system, the salary system and evaluating system; on the basis of the experiences of the enterprise's human resources management, the fourth part tries to carry through some exploration on the countermeasures to further perfect the human resources management of the public sector.
