Our Government Credit Loss Study

With the transformation from the traditional planned economy to the modern market economy, in china, the absence of government credit is somehow very serious. Based on the present Chinese condition and the research having been made in this field, this paper, with the method of the theoretical generalization and practicality proof, explains in details the conception, characteristic, relation and significance of the credit and the government credit, and sums up the phenomenon of government credit absence during the social transition period. This paper gives an analysis that can be divided into two aspects, the inner one and the outer one. The inner one consists of lack of government function on social management and public service, lack of scientific way on public policy, and lack of the specification on our administrative action, etc. The outer one is including the imperfect market economy system, defective legal rules, lack of other credit in the social field, etc. At last, this paper puts forward a basic proposal on government credit construction during the transform period, namely, changing government functions, persisting in administration according to the law, carrying out the governmental affairs publicly, enhancing the governmental climate and supervision, strengthening the management of credit, and strive to setting up a powerful and principled government which is responsible and creditable to provide public service.
