The disparity of resident incomes is so worldwide that there is no country or district that has not this problem. It is beyond dispute since its reform and opening, especially from the economic system reform aiming to market systems in the nineties of last century that the disparity of resident incomes has become enlarged and more obvious in China. The tendency of incomes to polarization is increasingly obvious. With the economy-pattern transforming from plan to market and market system being the distribution basis, it is inevitable that incomes distribution must be difference when we distribute the national wealth according to the quantities and quality of labors and production factors and on the basic of the principle that efficiency goes first while fairness is regarded. However, there are still many other reasons except the above that cause the income gap in the economic reality during the period of pattern transforming, such as the factors of nature, history, systems, policy and human behaviors. The rational disparity resulted from market function can activate economy efficiency and fasten the economy development, but the unreasonable disparity may cause a series of negative effects, such as breaking the society steady, restricting effective demands, keeping national economy from the everlasting and healthy development and twisting people s value conception. The unreasonable enlargement of resident income disparity disobeys the essence of common wealth of socialist society.So, at the crucial period of a new century, when we are devoting to the construction of an all-round Xiao Kang Society and establishing a harmonious socialist society our party and government should pay special attention to the problem of income gap and take effective countermeasures, such as measures of legal, economy and social guarantees to obtain the polarization and make endless efforts to realize the ultimate aim of common wealth.
