In 21st century, Competition in World Economy is keener and keener day by day. An unprecedented mode of thinking is being emphasizing by scholars of various countries. City Competitiveness Blue Book in 2005: China City Competitiveness Report No.3 that was jointly finished by nearly one hundred experts coming from famous universities and local scientific research institutions in China indicates that in view of the original station of industrial cluster in Competitiveness and China City is coming the planning year of the "Eleventh Five Years", industrial cluster is regarded as the theme in 2005. After preliminary research, it was found that industrial cluster is a harmoniously emerging way to hope.In recent years, the speed of Yun Nan economic growth is hastened. However, because of the poor basement, the developing level in Yun Nan is still low. In addition, Scope of the enterprise is small and the ability to resist risk is too weak, industrial earnestly need to combine. From the other side, the unique position advantage and good political environment make it possible that Yun Nan develop economy of the passway in a more cost-effective manner during GMS Economic Co-operation process. Superior resource conditions gain bigger chance of developing for Yun Nan. The author in this paper thinks the cluster effects that industry's cluster structuring produced can dispel part of inferior positions, and then, Yun Nan utilizes he's own advantage in maximum to meet good developing chances and Industry Platform can be promoted, at last, accelerate the development of borderland economy.First of all, in the paper formulation and development trends of industrial cluster are discussed in certain depth. Secondly, according to Yun Nan's special position advantage, the author adopt SWOT analysis method to prospect industrial development in GMS Economic Co-operation process, and then, summarizes thenecessity of industrial cluster construction. Finally, basing on current situation of industry, conditions of enterprises in Yun Nan and the theory summary in the first part, the paper explore that how to construct industrial cluster in Yun Nan fasion.
