Tender of construction works is a scientific and reasonable way of contraction, which introduced effectively mechanism of competition into the field of engineering construction, and guided architecture enterprise to improve management standards and exalt synthesize actual strength. It has been more than 20 years since tender was applied in construction works in our country, and had become the main way of transaction in construction works, but there are still many problems in actual application. This paper primarily researched the evaluation of bid and the quotation of tender. This paper put forward the practical significance of research on the tender under the pattern of pricing through Bill of Quantities. This article stated the related concepts on the bid of Bill of Quantities and contrast with the bidding of valuation of quota, and systematic stated the characteristics and advantages , and further brought out the necessity of the bid of Bill of Quantities in construction work.Evaluation of bid is the most key link that can embody fairness and reasonableness in tender, but our country still lacks a set of fair and reasonable, scientific and advanced, operational and accurate method of evaluation of bid. This paper researched evaluation of bid of Bill of Quantities on the base of statement on the formation of committee, principle and procedure in evaluation of bid. About the quantitative and synthetic method of evaluation, this article researched methods and principles to define the target and weight of evaluate factors, and further put forward how to define the range of reasonable bid price on the base of the theories of probability statistics and how to calculate the fluctuate points of bid price base on the profound function. Then, this paper analyzed existing problems about the method of evaluation and put forward improvement measures. About the method to evaluate bids with reasonable low price, this article analyzed thoroughly the methods and problems to judge the cost of construction of project in the procedure of evaluation on the base of statement on the procedure and principle ofevaluation. Moreover, this paper analyzed existing problems and put forward measures that should be taken.Whether construction enterprise win the bidding or mot, tender and quoted price is the most key link, especially the bid of the Bill of Quantities have been used in our country's construction of project, the contest among tender enterprises become more acute. Enterprise should pay attention to the research and masterness of all sorts of scientific, reasonable and practicable tactics of tender and skills of quoted price besides improve enterprise's technical equipment and management standards. This paper researched the tactics of tender on the base of systematic analysis of the inside and outside factors which effect enterprise' tender decision, and analyzed thoroughly the contents should be completed, the methods should be used and the problems should be noticed during the stage of tender and quoted price, and put forward enterprise should flexibly apply many skills to quote price according to selected tender tactics and under the condition that ensure the quality and the time limit for a project, and further brought forward many scientific, reasonable skills of quoted price. At last, this paper put forward the measures that construct enterprise should take in view of tender of Bill of Quantities.
