The premise is distinguish between its tool and people first function .The ideological and political education must unify personal value with the social value, pay much attention to the satisfying man's rational demand and the realization of its social function; the educated people's subjective activity is the education's main goal, so we must respect its owner position, inspire its owner sense, guide theeducated person to develop their potential through practice, inspire people's enthusiasm, initiative and creativity ,and we also need to explore new functions of the education according to the new character of the era and the new demand of the society. At present, the most important function is it can guide people's spits.
