The second part mainly analyses the problems which exists in safety construction of domestic electronic government affairs, which mainly includes the following problems: laws and regulations on safety construction of electronic governmentaffairs lag behind, current corresponding laws and regulations legislation levels are not high, and legislation ideas and technology relatively lag behind, policies and regulations now available cannot adapt to the demand of internet development and there are a lot of blank such as law privacy protection and databases secrecy law ,etc. ;safety management system of electronic government affairs is not strong ,mainly consists in responsibility system, safety standard system, safety management policy, management function and evaluation mechanism of information safety risk; the technology level of safety guarantee is relatively low, internal and external net of government and its safety service and control among internet, elevation of infrastructure ,and research and develop independently and inaugurate of safety products. The countermeasures about safety construction of domestic electronic government affairs are mainly studied and expounded, thus to make the following conclusions: firstly, promoting construction of safety regulations to patch up the blank of laws and regulations; secondly, making its system of movement management healthful; thirdly, perfect the system of technology guarantee; fourthly, construct safe society service; fifthly, strengthen the construction of safety standard.
