In the last two decades of the 20th century, with the advances of information technology, market development and knowledge economy in the context of globalization, western countries adopt public department management reform, in particular, government management reform. Although western government reforms are different in terms of reform causes, contents, agenda, means and scale, all have one same or similar basic orientation, that is, using the theory, method and technology in business management, introducing the market competition mechanism, emphasizing customer guides and improving service quality. This reform symbolizes that western developed countries entered a "new public management " historic period from the traditional public management, which caused bureaucrat pattern controlling the government in most part of the 20th century, to " new public management" pattern.The basic reason of new public management movement is that the bureaucrat government pattern produced during the industrialization time is unable to satisfy the request effectively in the post- industrialization time. Therefore, the new public management carried on the thorough critique to the bureaucrat system, which made economy theory and market rules bureaucrat substitute bureaucrat New public management proposed that governments should be flinched comprehensively and the market value should be regressed, then government innovation in many patterns was carried out, making a big scale experiment of choosing the public management way, manifesting the fundamental and directional adjustment of the public management. The new government pattern born in the new public management movement has indeed obtained such effective goals that it is accepted by more and more countries, especially in the 1990s. The new public managements gradually became one trend of international government reform and was highly regarded. At a time, "abandoning the bureaucrat"," breaking through the bureaucrat" and the " government recreation" became the fashionable topics. How to understand the influence of administration reform on our country's government?Through the description of the background of the western administration reform,especially the analysis of the system core of the traditional government pattern - bureaucrat, as well as the description of the new administrative model which emerged in the new public management movement, this thesis aims to investigate the practical orientation and rules in the western administration reform, thus providing certain enlightenment to the Chinese administration reform.This paper intends to cover three aspects: first it analyzes the bureaucrat, and summarized the conditions that bureaucrat was produced in, the characters, the historical rationality and its difficulties. The second is related to the reason of the movement and the rationale, focusing on the main characteristics of four kinds of government innovation patterns. Comparing the present actual situation in our country with the reform background of the western developed countries, the third part points out that" market reform " in our country is different from the reform in developed countries essentially. In our country, bureaucrat has widespread serviceability;At the same time, as a result of the information innovation and the global integration tendency, both China and western nations face the similar question, therefore, in the administration reform, we should learn from " new public management movement" and develop our own bureaucrat system. Only by this, can we find a suitable reform pattern in China, namely the pattern of "persisting in the bureaucrat model, improving the bureaucrat model, and developing the bureaucrat model".
