It is with these fine virtues of equality, cooperation, service and so on that make administrative promise to exist with a good reason and being exercised by the administrative organs into the modern administrative enforcement. I believe that administrative promise is an important administrative method for the subject of administration to administrate flexibly and for the administrative counterpart to act actively. By establishing and implementing administrative promise, government intends to show its policy guidance and value preference, for the purpose of guiding the administrative counterpart to act actively, realizing the administrative goals to the fullest extent and promoting economic development and social progress.
