With the rapid development of commercial and industrial associations, the rules made by these associations have greatly contributed to managing members'business actions, pushing whole industry developing healthily, keeping competition in order and realizing the interaction between civil society, industry associations and the nation. However, conflicts between industrial rules and statutory laws occurred as byproducts, which performed sometimes commonly and sharply, raising a dispute about the rationality of the industrial associations and their rules. In this essay, the writer discusses the inner relations between industrial rules and statutory laws from theory and practical perspectives.This essay, from historic perspective, firstly analyzes the historic inevitability and real rationality of the existence of industrial associations and points out the limitation of industrial rules. Then, the source of conflicts is exposed by analyzing the performances of the conflicts between industrial rules and statutory laws. And then, from conformity perspective, the essay analyzes the real condition for the conformity of industrial rules and statutory laws, and novelly gives basic principles and methods for the conformity, demonstrating a proposition that industrial rules and statutory laws can interpromote and intersupplement each other, realizing a mutual benefiting conformity, though they conflict sometimes.This essay consists of five parts:First part is preface, describing the writing background and its meaning, introducing the essay's logical structure.Second part traces back to the historic source of industrial rules. In this part, the meaning and characteristics of industrial rules are exposed by comparing with custom and tradition. And the essay traces back to domestic and foreign history to demonstrate the historic inevitability and real rationality of the existence of industrial rules.
