Analysis Of The New Era Chinese Communist Party Electoral System

"Inner-Party democracy is the life-blood of the party", and the inner-party democracy construction consists many aspects, among which reforming and perfecting inner-party election system of the CPC's (the Communist Party of China) is the most basic and pressing one. The CPC has been carrying on the inner-party election and experienced arduous exploration from its birth with both successes and failures. Ever since the Third Plenary Session of the Eleventh Central Committee of CPC, the ruling environment and the ruling way of the CPC have changed fundamentally; therefore, the existing inner-party election system cannot fulfill completely the objective demands resulting from the development of the inner-party democracy in the brand-new situation, which requires urgent reform and perfection. It is based on this actual situation that this thesis has tried to make a tentative study and exploration with regard to the inner-party election system of the CPC's in the new period.Having inherited and absorbed many experts' and scholars' discussion about the inner-party election system, this thesis makes use of the position, standpoint and methods of Marxism, analyzes the development and the problems existing in the inner-party election system, and puts forward an initial speculation of reforming and perfecting the inner-party election system in the new period. This thesis is divided into four parts, which are:First, a general review of the inner-party election system of the CPC's. This part gives a brief account of the concepts, basic principles, and main contents of election and the inner-party election system of the CPC's, sums up the basic theory of the inner-party election system in Marxism, and makes a tentative exploration of the historical evolution of Communist Party of China's inner-party election.Second, the new developments of Communist Party of China's inner-party election in the new period. This part briefly summarizes the developments of the inner-party election system since the Third Plenary Session of the Eleventh Central Committee of CPC from both central and local or grass-roots levels such as the standardization of elections, the implementation of multi-candidate election, and the experimentation of direct election, etc.Third, the existing problems in the inner-party election system in the new period and the cause analysis.
