Improve The Electoral System Of County And Township People's Congress Deputies Countermeasures

The degree of completeness of election system is one of the key standards of a country's democratization level. The election system to the National People's Congress is a fundamental part of the socialism democratic politics with Chinese characteristic, which is also an important way to realize the people's democratic rights. What's more, the improvement of representative election system of National People's Congress system at county and township level is an important content in strengthening Chinese socialism democracy construction. The election system of NPC at county and township level is the best method to manifest the democratic authenticity and universality of our socialist democracy. However, there are also many problems, which restrict the realization of people's democratic rights.Systematically and thoroughly, the article analyzes the following aspects of the problems existing in the representative election system of NPC at grass-roots level, the improper position and role of the Party in leading the representative election, the bigger gap between the law and regulation in representative election system and its real operation and part of the election system lagging behind compared to the development of election practice. The article also has some peculiar viewpoints in the analyses of the problems such as the rigidity in regulating the representative ratios of different vocations, the ambiguity in the procedure of recommending and deciding the representative candidates, the practical dilemma in the part-time representative theory and the strong repulsion of part of the electorate. Based on the above analyses, the article puts forward some countermeasures to perfect the current representative election system of NPC at county and township level focusing on the problems of how to properly deal with the relationship between the Party's lead and the representative election, establishing the law and regulation construction of representative election, strengthening the construction of county and township congress, setting up information publicity and open system in the election, cultivating the senses of civil rights and rational political participation and optimizing the superintend system of the representative election. Especially, there are some innovations in discussing the theory of representative election system manifested in the theoretical and feasibility analysis of adopting the competitive election system and professional representative system and the safeguard measures to partly implement professional representatives. In addition, in the aspect of improving election procedure to make it more equitable and more operable, the article brings forward such reasonable, concrete and quite weighty propositions as gradually eliminating the election district in work organization in cities and founding residential election district instead, no identity restriction on distributing quota of representatives and principles in defining the electoral bribery behavior in the law. By raising some policies and propositions and some system creations, the article aims to shed light on theory construction of current grass-roots democratic election system and promote of the work of representative election of NPC at county and township level.
