Interest groups play a very important role in the political and social life of the United States. The political communication between interest groups and congressmen makes up for the limitations of the representative system and party system, but it still has defects. The communication between the two sides is the research subject of this thesis. This article, by means of the political communication analysis approach and the interest groups analysis approach, explores the way in which communication is carried out and the essential factors in the effective communication. This thesis attempts to offer some proposals on China's domestic and foreign policies. Chapter one is a detailed introduction to the research background, research approach and conceptual frameworks. Chapter two gives a full analysis not only on the types of interest groups, but also the communication system between interest groups and congressmen. Chapter three focuses on two cases: interest groups'lobbying over FCC (Federal Communication Committee) licenses for religious broadcasters and Taiwan's accession to the WHO. Chapter Four proposes some advice on the improvement of China's communication system. The conclusion includes some unresolved issues in this field.
