The Administrative Examination and Approval System(AEAS) is one of the main methods of the government to manage economical and social affairs in terms of the planned economy system. Along with the establishment and the consummation of the socialist market economy system, the AEAS, with its typical planned-economy character and visualizing flaw and abuse, hindered the economy in a certain degree to continue its development in a sustained, rapid and sound way. This problem drew great attention from various aspects and the request of carrying on a reform on the examination and approval system was becoming intense day by day. Under this background, many cities in our country have launched the reform one after another since the late 1990's. The Central Party Committee and the State Council laid great stress on this reform. From 2002 to 2004, 1795 administrative examination and approval projects were canceled and adjusted successively in three batches, and the Law of Administrative Permission(LAP), the first special law for administrative examination and approval of our country, was officially promulgated on July 1st, 2004. We should say that this reform has made great progress and it can be looked on as a milestone of that time. It took several decades for the AEAS to form such a firm foundation. So if we want to break down the former system and get released, there is no choice but to advance gradually through constant exploration and consummation. With basic concepts of the AEAS, this thesis summarises the methods and experience about this reform in a fixed period, analysing new problems coming from the present AEAS reform.
