Local Government Administration In Henan Province And The Cost Of Innovation Research

China's Government Administration Innovation is the objective demand of political modernization and the socialist market economy. At the same time, it is the further exploration about the ruling practices and the ruling laws of Communist Party of China.There are many problems about cost in the process of the government innovation. The government's status has decided that the innovation cost brings great influences to the society and the people. However, there is nearly no studies about the aspect.This paper is divided three parts. The first part tells us the definition of the basic conception. The author thinks that the innovation cost includes all the expenses in the recreating process of the original idea, institution and the technology as well as the known expenditures in the process. From the macroscopic angle, the innovation cost includes the cost of the concept innovation, institution innovation and the technology innovation. From the microcosmic angle, it includes the ensuring cost, approval cost, ability cost, standard cost and the protection cost. The second part uses the methods of theory research and demonstration analysis, it analyzes the actuality of the innovation cost in Henan Province. There are two problems, namely, the whole investment and the result of the innovation cost is not direct proportion and the cost is put into unbanlanced. In the third part, the author gives some suggestions from the aspects of the innovation cost of the concept, institution and the technology. Firstly, set up the correct consciousness of innovation cost. Secondly, propel the institution innovation, optimize the cost collocation. Thirdly, develop the E-Government, improve the efficacy of the innovation cost.
