The freedom of movement is a basic human rights in modern countries. In international treaties and constitutions, the freedom of movement was setted as a basic civil rights. There were some constitutional practices in our history, but sooner after liberation, it was canceled because of economical, political and ideological reasons. The freedom of movement can not be fully protected. The absence of the freedom of movement caused closed domiciliary control system. Although the limitation of the freedom of movement really beneficial our country in some degrees, but the unjustice of the limitation is obvious. Besides, The market economy demands the reasonable attribution of the labor resources, then the population flow is necessary. With the establishment and development of market economy in china, the people's demands for rights becomes imperative day after day. To establish the civil society, it is inevitable that the freedom of movement should be resumed.Admitted it or not, the movement and flow of persons had promoted the development of cities inestimabley. The development of market economy, the large scale of population movement and the increase of social public endurance of reform have brought about a better condition to realize the freedom.
