The Party's Legal Political Authority At The County Level Within The Party Electoral System

Along with the all and the one renovation of Communist Party of China (CPC for short) and the advancing of the socialist market economy, China's authoritarian political times is fading out, and the legal political times is gradually coming into being. CPC, as the leading core of the socialism with Chinese characteristics, shall keep up with the times, conform to the tide of social development, and establish the powerful legal political authority. Only in such way, CPC can realize the permanent governing, lead the people to create the glorious rejuvenation of Chinese people. Because of the special situation of China, it is of great significance to improve the inner-party election system at the county level for CPC to establish a strong legal political authority. It is through the cut-in point of improving the county-level inner-party election system to reform and improve the inner-party election system, boost the interaction between the inner-party democracy and the people's democracy.This is the only way to establish CPC's legal political authority.In the first part of this paper, from the perspective of politics, the significance of improving the county-level inner-party election system is reviewed for CPC's legal political authority. Mainly elaborated is the importance and urgency of strengthening and improving CPC's political authority, the transformation of political authority from the traditional type to the legal type, and the unique footing and functions of improving the county-level election system for CPC'S legal political authority. The second part of this paper reviews the evolution of the county-level election system, emphasizes to expose the existing problems in the current county-level election system, and analyzes to the depth the multiple factors leading to the existing problems.The third part of this paper stresses to conclude the basic experience of the county-level election system reform. Based on the basic train of thoughts on improving the county-level inner-party election system, the realistic considerations are paid over the further advancing of the county-level inner-party election.
