Outstanding performance is a cornerstone of good government image and plays an important role in measuring government performance assessment in the management level, increasing government efficiency, improving the quality of services. Performance measurement has also become a very popular topic area.Performance measurement as a management tool of the government to promote government reform and improve the efficiency of the public administration abroad was widespread concern. USA has made great progress in performance measurement activities and accumulated rich experience. From the 1980s, the various parts of our country to change the government of their own work style and efficiency as a breakthrough in performance measurement, has made useful exploration.
