American "Neo-imperilism" is a political thought and foreign policy proposed by American conservative on the question of "where should America go" in the post- "9. 11" era. It emphasize "despotism", appreciate the power of force, pursue the imperil power mode. It essentially originated from the American culture value, and its entitative character is embodied in the dissimilation of the two diplomatic traditions called idealism and realism.The criticism of American "Neo-imperilism" focuses on two aspects. The first one is theoretical suspicion on its concept. Aiming at "where America is" suggest by American "Neo-imperilism" , on the premiss of comparing the connotation of concepts named "empire" , "imperilism" and "hegemony" , "hegemonism" and getting conceptive criterion, this paper inspects America three prospectives of strength, strategy and action, then concludes that America is changing from "hegemonism" to "imperilism" , but it is still far away from an "empire" because of the limitation of its strength and status.The second aspect is revealing its intrinsic contradiction and reality crisis. Firstly, aiming at its power proposal, it points out its power crisis from the prospective of over-all view of power and "soft power" theory, that is the unbalance of using hard power and the weakening of soft power caused by the former. Secondly, aiming at its proposal of pursuing absolute security by absolute power, it points out its unresolvable security paradox from the prospective of new security view and the relationship of power and security. Eventually, aiming at its policy oriental of extreme differentiatism, it points out that America would surely be involved in the moral embarrassment by the contradiction between universalism and differential ism. The three points above areadequate enough to decide the deteriorative end of American "Neo-imperilism" .
