People-oriented

The western public servant system had undergone the regression from the in-humanitization to humanitization. China public servant system was formally practiced ever sine the Public Servant Provisional Regulation was issued in 1993. Public Servant Law of P.R.China, issued in 2005, marked that the reform of China public servant system have moved to a new legal stage. To take a general view of the reform of public servant system in Chinese and Western countries, it can be seen that the essence of the reform of public servant system lies in 'people oriented'. 'People oriented' is both the aim of Marxist philosophy and aim of constructing a harmonious society in the new era in China. Based on Marx's humanism and the development of western public administrative theory, this thesis probes into the influences of a series of reforms since the establishment of China public servant system and especially the issue of Public Servant Law of P.R.China on China public servant system. The conclusion is that the reform of China public servant system must insist humanism, and to strengthen the modern bureaucracy, to employ marketization method in western countries, and also to improve the social ecological environment in which the public servant System lives.
