Cartel or horizontal restrict competition, refers that two or over two market bodies of the competitive relation jointly perform the restrictive competition in the way of collusion. Owing to its obvious anti-monopoly nature. Cartel has been one of the important content regulated by many countries' anti-monopoly acts. As the market economy goes on constantly, in many vocations and fields has already appeared Cartel. But the Chinese academia does less research and study on Cartel and we have no unified regulated law of Cartel, so the research and study on Cartel appears especially necessary. The paper illustrates the two principals regulating Cartel, in terms of Cartel's basic questions. i.e. the generalization of Cartel and the law basis and structure: per se rule and rule of reason. And on this basis are put forward the suggestions made on the legislation actuality of our country's regulation of Cartel.
