2005 is called "The Year of Reform at the United Nations". As for the reform at the UN, the central problem is the reform of the Security Council which focuses on the difficulty how to distribute the memberships of Security Council. According toarticle 23 of Charter of United Nations, "......The General Assembly shall elect tenother Members of the United Nations to be non-permanent members of the Security Council, due regard being specially paid, in the first instance to the contribution of Members of the United Nations to the maintenance of international peace and security and to the other purposes of the Organization, and also to equitable geographical distribution." It should say that the article points out the basic principle to distributethe memberships of Security Council------the principle of equitable distribution. Thisthesis, with the principle of equitable distribution as its object, dissertates profoundly and comprehensively.In detail, this thesis consists of five chapters, apart from the Preface and the Concluding Remarks:Chapter One: "The Logical Analysis of the Principle of Equitable Distribution". At first, it defines the concept of The Principle of Equitable Distribution, analyzes the concept from the angle of logic and etymology, result in the uncertain meaning of the concept. Based on this, it probes how to clarify the connotation and extension of equitable distribution particularly withal. Besides, this chapter gives a special anddetailed analysis of the concept ------non-plenary organs in that the distribution ofmemberships only exists in the non-plenary organs.Chapter Two: "The Historical Analysis of the Principle of Equitable Distribution". It reviews the history of the principle of equitable distribution, which shows that the notion of equitable distribution derived from the Draft Convention Relative to the Creation of a Court of Arbitral Justice drafted on the Second Hague Conference; the earliest application of the principle of equitable distribution was in the course of the election of the judges in Permanent Court of International Justice;...
