On the standpoint of the Marxism, we take the western legitimacy theory as one neutral analysis model: by overcoming the limited standpoint of western legitimacy theory, on the one hand, we should take highly the relation between legitimacy and the value to understand the orientation of the existence of the legitimacy from a perspective of social transformation, on the other hand, empiricism could enable us to find the reality of technical construction of the legitimacy of the political development in the Contemporary China.The foundation and resources conformity of the legitimacy is a question of political legalization in essence. The legalization is the attitudes and appraisal between the ruler (government) and the ruled. The legitimacy deeply depends on this way. The legalization is one kind of explanation, the appraisal, the propaganda, the judgment and the critique towards the relation between government behavior and its results. Significance of the government behavior significance cannot automatically produce. The legalization is a process of manufacturing the scarce resources "the significance". The legalization should be understood following several dimensions:First, the basic logic of legalization relies on establishing all kinds of relations between the fact and the value.
