Project supervision system plays a very important role in our market economy. The system turns the old system of building management only by owners and contractor into a new system of building management by the three relative parties: the owner, the contractor and the project supervision company.Dividing into four parts, this paper is aiming to make a profound research on this system. The first part includes the basic concept of project supervision, the content and the historical evolution of the system. Namely, the first part is a brief summary of the project supervision system.The second part is about the similar project supervision systems in foreign countries and the author wants to draw lessons from them. As the presentation and application of our country's project supervision system imitates the FIDIC contract and a mature mode of building management by the owners themselves in the foreign countries, the author concentrates on the FIDIC contract and the mode of building management by the owners themselves. In this part, the legal status of project supervision, the mode of project supervision, the power and the legal liability of engineers have been stated.The third part analyzes the actual state of our country's project supervision system. Separately, the author demonstrates its legal status, its nature, its mode, its purview and its legal liability. Firstly, the author expurgates the smudgy legal status of the project supervision in our country and gives a conclusion that the project supervision should have an independent legal status. Secondly, from the relationship of entrustment and representation, the nature of the system is analyzed. And its nature is entrusted supervision, instead of representative supervision. Thirdly, the current mode of the system is stated. And the author also makes an analysis on the feasibility of the application of the mode of building management by owners themselves in our country.
