The reform of public institution is the important component of China's economic system reform, as the reform of state-owned enterprise and the reform of management system, which plays a very key role in setting up and improving the socialist market economy system. As a whole, the public institution has made important contribution to China's socio-economic development, especially played a very important role in promoting the development of social cause and expanding the supply of public service. There are some public institutions taking national resources and supported by the finance, but not offer the corresponding service and the due duty sufficiently , utilize public institution property whether policy does not it looks forward to to be also fuzzy space that policy looks forward to also instead, They enjoy power and interests that government department and enterprise have to the maximum extent, dissociate from the pressure of market that enterprises bear, and the administrative restraint that the government department receives to the maximum extent. Its result is to upset the rule of economical operation and destroy the rational disposition of social resources. A lot of public institutions have even become effective channels of the loss of state-run assets and the corruption breed.Today when the public institution reform can't make deep progress, we have seen joyfully the third department rooting and growing up strong and sturdy in China. The third department have the advantage of being innovative, pressing close to the basic level, flexible and efficiency. It offset the function government and market is lacked through the functions of creating the employment opportunity, remedying lacking funds, looking good after social disadvantaged groups and offering a large number of societies service with high efficiency etc. But in China, the development of the third department is at primary stage, lacking fund especially the human resource and development fund, legal status unclear and etc. All of these are the resistance to a direction that we regard the third department as the reform of Chinese public institution. But the defects cannot obscure the virtues, the third department unit as one feasible trend of reform is worth deeply proving. This text will introduce the development of the public institution, necessity of the reform emphatically, current situation of the development status and deficiency in China, carry on the comparative study to public institution and the third department and demonstrate feasibility study of reform from plan, target, principle and etc. The purpose is really in the hope of getting the result of casting a brick to attract jade.
