On Responsible Government

The concept of the responsible government has been developed for a long time in western countries. In contrast, my initial responsible government in nation building have had a golden era, but short-lived.As the era of turbulence, the responsible government gradually withdrew people's vision.Unti1 the reform and opening up, the rule of law and building a socialist country ruled by law theory was written into the Constitution.Then the study of the responsible government was able to recover. A society under the rule of law must be the responsible society, and a government under the rule of law should be the responsible governmentThe study about the responsible government in our country is mainly in two areas. On the one hand some people study the basic theory, on the other hand some people's research concentrated on building a specific system of the responsible govemment.In the first area, based on the western nation mature theory, the educational world has basically achieved an agree that our government must undertake the responsibility undoubtedly, moreover the government has to undertake all kinds of responsibility, included the political responsibility, the legal responsibility as well as the moral responsibility. In the second area, our country and the western nation locate the social development phase differently.So if we blindly imitate the western nation's present system,it will be harmful for the responsible government's construction of our country. Only based on our nation's conditions,the study of the responsible government can achieve more relevance.Studying a particular issue depends on the analysis of the basic concepts and the social realities of its foundation.
