On The Construction Of Limited Government

Prior to the awaleness of a people, the first of which is the awakeness of it's civilization. Among the rich connotaions of civlization, the base of which is the cultivation of people's culture traditon, while the key of which is the establishment and compliance with regulations. In the course of the establishment of regulations, a smooth state administrative system shoud first be ensured. For it (a smooth state administrative system) can not only spur the creation of civilization, but put forward it, During the transitive period, China still exists many systematic problems that obsess her development. The high speed development of socialist market economy makes the reform of economic system further everyday. In comparasion, the reform of political system is both slow and difficult. One of important tasks for us is which type of government on earth should be established? Almighty one or limited one. Which one fits in with China's long term development. As the problem is historical, we must make sound choice.By comparing and analysing the basic connotations and historic evolution between limited government of limited government,this dissertation states the legality of the establishment of limited government from epistemology, politics and law angles; states the nessesity of the establishment of limited government from aspects of the essence of government, social contract, the selt-protection of citzen's rights, the limited resources which government rely on and play parts and the practice of China's development etc; states the nessesity of the establisment of limited government from aspects of the need of developing socialist market economy, developing socialist democratic politics, taking precautions against and fighting against corruption etc. Presently, confining to many factors such as the lacking of full constitionalism awareness of common people and society ,large needs of institution supplies, the early formation of an urban inhabitant society but far from being matured, the behavior method of state management which depends heavily on traditional ways,the establishment of our limited government still needs more efforts and improvement in every direction. The objective cognition of economy and society development status quo and traditional culture to our present country further manifest that it has been amust for society and history development to establish a limited government. But seeing that the facts of our national conditions, we cannot practice wholly the western limited government system. On the contrary, we should, on the premise of ensuring the political stability of our country, establish a limited government system of our own gradually. Based on cognition above, the author of this dissertation think about how to establish a limited system of our own and raise some inquiring cognition as follows. First, we should cultivate good consititutionalism enviroment and establish a society under the rule of law. Second, we should consummate market economy system and fasten the formation of an urban inhabitant society gradually. Third, we should limit the government behavior strictly. Fourth, we should put forward the beneficial interaction between government and society. Last, we should clarify the limitation of the government, enhance the validity of the government, comply with the advancement by degrees of establishing a limited government, stick to the stability of political society in the process of establishing a limited government.In the rapid development times of our socialist market economy, we are eagerly calling for a notion of limited government in the course of political system reform, but stresses should be laid on ways and methods. We should recognise and sublate the theory of western limited government, establish and guarantee the theory of limited government with values of universal application and scientific connotations; seek for optimal ways of realizing limited government and ensure the balanced system of limitation of government power so as to push the paces of our political and economic system reform and accelerate the long and stable development of our economy and society and realize a country rule by law based on the Marxism political philosophy, we must establish a limited government according to our state conditions gradually, and give considerations both to limitation and validity. On the premise of ensuring political stability in the course of our transitive period society, we should also push on the gradual process of running a democratic government and one under the rule of law.
