The Plight Of The Effectiveness Of Public Policy System

On the field of vision of public administrator, public policy is the production of public-rights organization .It has been involved in every aspect of modern society life including politics, economy, etc. The effectiveness of public policy has become the key premise for realizing national strategy, maintaining sustainable social development and increasing good fortune of the people. Nevertheless, at present, the ineffectiveness of public policy has become one of most obstinate problems facing by the modern governments worldwide.The most fundamental factor affecting the public policy effectiveness is the system supply problems. From the angle of the system analysis, it can be seen that the plight of public policy effectiveness was due mainly to the following reasons : One is the importation of information - unsound conduction mechanism, the lack of effective system design for policy-making , the lack of an effective system assurance for the implementation of policies, the structural imbalances of the costs and benefits of policies, the contradictions between path dependence and policy adjustments, inherent influence of the political culture, and the lack of system innovative force, etc.The fundamental route for breakthrough of improving the effectiveness of public policy is to enhance the system supply. Based on the analysis of the effectiveness of internal fabric of public policy, this thesis put forward a number of ideas and measures to strengthen the system. First, promote the concept of modern system, efficiency, and the concept of system integrity and philosophy. Second, build up a platform for the system, and innovative ways of decision-making. Second, the system platform ruptures, innovative ways of excision-making, including establishing of a sound system to evaluate and audit policy, strengthening the policy responsibility and incentive mechanisms, deepening the implementation of policies pilot system, developing a sound system in diversification, perfecting the public reflecting and issues notification system, and integrating the information base. Third, strengthen the monitoring and feedback mechanism of public policy, including strengthening the supervision by the NPC, improving a relatively independent public control mechanism, and establishing and improving monitoring the feedback mechanism.By combining the methods of new system doctrine, systematical analysis, and the combination of canonical analysis and concrete analysis, this thesis puts emphasis on digging out the system source of the ineffectiveness of public policy, and reveals the basic measurements for improving the effectiveness of public policy on the basis of fully considering the reality.
