Protection Mechanism Of Our Foundation's Public Responsibilities And Project Responsibilities

50000 foundations exist in the USA which has a population of 300 million, while only 1100 foundations can be seen in China which has more than 1.3 billion people. In spite of these facts above-mentioned, more than half of the philanthropists appearing on Hurun's ranking list of China's philanthropists of 2006 distrusted mission preferring to do charity themselves. In 2007,"Forbes"abolished China's philanthropists ranking list. These news attracted more attentions of the masses and made people worry a lot. As a result, how to raise China's foundations'transparency, how to get more broad supports of the public and stakeholders by enhancing social credibility ,needs to be dug into deeply, among which the safeguarding system for opening responsibility and item responsibility of China's foundations is an urgent problem which needs to be researched. After analyzing the reason why China's foundations lack opening responsibility and item responsibility, this thesis puts forward some countermeasures and suggestions on the safeguarding system for opening responsibility and item responsibility.This thesis consists of four parts and the safeguarding of opening responsibility and item responsibility enjoys selective analysis. However, the opening responsibility has neither put forward by foreign researchers ,nor the safeguarding system for item responsibility, which is the innovation of this thesis.The first part summarizes the definition, characteristics and sorting of China's foundations and sum up the safeguarding system for opening responsibility and item responsibility of China's foundations built on the public relation responsibility theory of foreign commonweal organizations, which pays more attention to the contents and safeguarding system which China's foundations should make people know.The second part points out that the problem existing in the opening responsibility and item responsibility of China's foundations and it is a common problem that China's foundations do not fulfill opening responsibility and did less in making item responsibility known.The third part analyzes the reason why China's foundations do not fulfill their opening responsibility and item responsibility. Taking the perspective of the deletion of the public's supervision, governmental supervision, stakeholders'supervision and public opinion's supervision and social morality, this thesis analyzes the reason why China's foundations do not fulfill their opening responsibility. At the same time, this thesis explains why China's foundations do not fulfill their item responsibility taking the perspective of the lacking of trained personnel , the sense of creation and crisis of full time missionaries.The fourth part raises countermeasures and suggestions for the safeguarding system for opening responsibility and item responsibility of China's foundations, pointing out that it is the effective safeguarding system of China's foundations making their opening responsibility known that the transparency system should be improved ,government supervision system should be reformed and industry mutual -discipline organizations should be cultivated .Also, it is the effective safeguarding system of China's foundations'item responsibility that excitation mechanism should be improved and scientific item supervision system should be built.
