Building The Innovative Path Of Public Service-oriented Government Study

Since the foundation, the reformation of government structure has been carried out many times. Speaking objectively, the reformation has made certain amount of achievements, but since there still remain the defects, there is still a long way to go. Since 2002, the construction of public service government is put forward by some local government successively, at the same time the theory field also pays attention to this project. According to the task established by The Standing Committee of the National People's Congress of 16^th conference, the State Council sets forth the aim of building "public service government" clearly, which shows that the construction of public service government is becoming the important destination of our government. The analysis of the notion and function of public service government, as well as the research of the limited elements and the way-out will be of great importance in practice.This thesis falls into three parts.The first part starts from the analysis of the vacancy in conception and system of the notion—"public service government". The construction of public service government is the internal demand of the development of socialist market economy system. The construction is a necessity to solve the seriously unbalanced development of the society and it is an important way-out in the realization of "taking precedence in the mass" and the objective demand of dealing with economic globalization and international competition. This part concludes that the public service government is the basic mode of contemporary administration which is also an important destination of the reformation of Chinese government.Part two discusses the notion, function and the characteristics of the "public service government". In order to analyze the notion and make it clear, the internal unity of the documents of the Party and government and the field of theory is discussed with the method of analysis, comparison and induction. The eight characteristics of "public service government" are also explained as the following: taking precedence in the mass, limited function of the government, administration by law, bright democracy, customers guided, an honest and clean government, a fair and impartial government, and effective and responsible government. This part also explains in detail the functions of the "public service government", which will offer the mode of system as well as public products and service.The third part points the major elements that confine the construction of Chinese public service government which are the deep-rooted conception of administration, confusion of the government function, seriously-sealed administration, the habit of sticking to old ways, and the weakness of non-governmental organization. In view of this situation, the following solutions are put forward, mainly including the establishment of the modern notion of administration, the realization of the transition of governmental function, opening the government affairs, enterprising in practice and theory, as well as the development of non-governmental organization.
