Responsible Government Institutional Arrangements

As the booming of socialist market economic system and the surge of politics democratization, people realize that democratic politics is destined to be responsible politics, and government under the democratic politics is destined to be a responsible government.Although it is a research of basic theory, the dissertation contains much realistic care and it develops around such issues as for which and for whom the government is responsible? What are these responsibilities and how to carry out these responsibilities in order to solve problems in reality; and it attempts to establish a feasible system of assessment and investigation on government responsibility.The main results are as follows:Chapter one is the introduction explains the theoretical meaning and profound guiding meaning in the practice of government responsibility。It gives an outline of the outcome and current status of research on this topic and evaluates them in a brief way.Chapter two is focuses on the reason of government responsibility and the concept of responsible government. This dissertation delves into the issue that the government is ought to assume the responsibility for its citizens in that ,on one hand, in modern democratic politics, the relationship between the citizens and the government could be regarded as commission and agent-the government, anent of power, must undertake its responsibility for its citizens, consigner of power. On the other hand, in democratic politics, it is inherent requirement for government responsibility to keep power in line with responsibility. The citizens need to alienate their right to form public power to administrate the society and ensure the benefits of the citizens. However, the public power is possible to be abused when power strength threatening the society and the citizens'benefits. Therefore, the government must assume corresponding responsibility for the power it is commissioned.Chapter three defines the essential factor and category of government responsibility. At the first stage, it discusses the essential factor of government responsibility, it includes responsibility main body and responsibility acceptor. The responsibility main body is based on authorized foundation above public authority good messenger's government and its public servants. The responsibility acceptor decided the different responsibility. At the second stage, this chapter summarizes that the government responsibility includes four categories in legislative, political, administrative and moral aspects.Chapter four analyzes the key elements which influence the practice of the responsibility of modern Chinese government, then, model the theory of Rosenbloom to proof the difficult position of control government responsibility. In order to maintenance the government responsibility, it needs realizes four transformations. Based on the introduction of current situation of the responsibility of modern Chinese government, this chapter discusses around the issue that there are still obstacles to realize the government responsibility mainly in three perspectives: authority movement, the system and traditional political culture. This dissertation believes that the imperfect system produces passive influence to the practice of responsibility; without an effective system arrangement, it is predestined that the government has a series of difficulties to put its responsibilities into effect. The passive aspects of traditional political culture are still prevailing in the current society and directly constraining the practice of responsibility.Chapter five features the system arrangement of responsible government. This chapter is focused on the realization of responsible government's system arrangement. At the first stage, it is required to strengthen the responsibility ability of state power institution from the constitution and the general law, boosting the administration according to the law, completing the administrative law system, and nurturing basic conditions for realizing responsibility. At the same time, establish effective responsibility management system on the basis of democratic legal system, such as government information publicity system, accountability system, government achievements appraisal system and responsibility maintenance with citizen involvement. Educate the government public servants to enhance the sense of responsibility and positively fulfill the responsibility.Chapter six is the summary and further studies. No matter how change of the government model, limited government, government by law, transparent government or service government, responsibility is the main factor in all of them. Because of the administration level, responsible government is the basic model of administration, citizens have more demand about government, the goal of the government is provides more service for their citizens.
