This thesis aims to illustrate that EU's decision-making process is a complex and dynamic operating process embodying both national and supra-national characteristics. However, EU's nature of sovereign state coalition determines the main aspects of its decision-making mechanism. Although EU's member countries have turned over sovereignty to EU on large scale and deep level, their special interests besides their common interests remains the dependent factor affecting the development of EU's decision-making. EU's decision-making can hardly transcend the model of coexistence of supra-national and inter-governmental nature. Being an influential nation in the world, Britain is an important while awkward of EU's member countries. The paper illustrates that the member countries especially great nations will not give up leadership in critical fields concerning national interests, through analyzing the influence of Britain on EU's decision-making. The further economic and political unifying goes, the deeply sovereign and fundamental national affairs concern, and the more difficult it is to achieve development. Although the principles of authorization, auxiliary and balance are achievements made through efforts in defining rights among EU and its member countries, this issue has not obtained its final solution, and there still remains some deficiencies. There always exists the duality of power-sharing between EU and its member countries. In the predictable future, various kinds of political and social power with nation as the basic unit will be exerting fundamental influence over the decision-making mechanism of European unity as well as the constructive model of EU.
