Municipal E-government Information Service Evaluation Studies

With the information-based advancing steps of our country and the rapid development of Internet technology, e-government has been developing more and more quickly.The E-government become a key component part of the information-intensive govennent. And with the development of E-government, the information service of the E-government cause people's extensive concern day by day. How to weight the information service of the E-government becomes the key problem of the E-government sustainable development.Combining of our country city E-government's current situation and characteristic, through the research of the present mainstream e-government affairs appraise themethod, has analyzed the existing method application scope, and points out the necessity of the establishment of city's e-government information service evaluating system In this foundation, this paper has analyzed the electronic government information service evaluating target system principle of design,simultaneously takes the electronic government information service system model as the foundation, has determined five evaluating target of first level. Then depend on level of targets using the logical frame law to obtain forty-four evaluating targets of second level to choose. By the means of the experts evaluating and information repetition analyses, an evaluating model is established with twenty-four evaluating targets of second level. This paper in carries on the theory discussion to the nerve network method in the foundation, has established the e-government information service evaluating model. According to the economical level, the geographical position, the city scale and other various aspects factor, this paper chose nineteen cities as the training sample, such as Shenzhen, Gangzhou, five cities as the confirmation sample, such Xi'an, Zhuhai, has carried on the training and the simulation confirmation to the evaluating model. Finally, several related recommendations are advanced to promote the level of e-government information service , and the e-government information service system model was established.
