On Our Government's Administrative Affairs

Administrative affairs publicity is one of the important regulations of modern democratic countries. In the west, as early as more than 200 years ago, Sweden had adopted the information publicity system and formulated the law of writ publicity. Since World War two, the practice of administrative affairs publicity has become the global trend and many countries have formulated their regulations about it respectively. It has been the common tendency and requirement of many democratic countries to establish open and transparent governments. For example, U.S.A. occupies leading position on theory and practice of government's information opening as the most typical democratic state of capitalist class, make its " information disclose law ", " government law of sunshine " and " the electronic information disclose the law ", and become the target who other countries of the world imitate. Through made government affairs public, Western countries have made their country politics democracy even more, alleviated class contradiction in some degree and have made better social effect. However when we turn our eyes to our own country, we find that the situation is not very optimistic. Large amount of articles are sealed up confidently. The files, which should have been opened, are out of the reach of public people. Although, some government divisions have carried out the practice of administrative affairs publicity since reform and opening-up, the effect is not satisfactory. Information publicity is rather propaganda than action. But regarded as the new thing in the political life, because it has a great deal of positive functions such as preventing the power corruption, building government under sunshine, improving efficiency of the administrative organ, treating the public crisis and replying economic globalization, the implementation of administrative affairs publicity has a historical necessity. Report of the 15th Representative Conference of the Communist Party of China proposed deepening the political structure reform clearly in 1997, perfecting the democratic system, perfecting democratic supervision, implementing " makinggovernment affairs public ". Is it until the whole country push open, administrative affairs publicity become an great advancement at such areas as our country political construction, political development, political structure reform, democracy and monocracy construction and make the remarkable achievement in government affair decision-making disclosing, government affairs information disclosing, government affairs enforce and handle affairs disclosing, personnel matters of cadre appoint and remove disclosing etc.. But there are still exited some problems such as it is not strong but there is right consciousness that a citizen makes government affairs public, the government knows to nature and importance of making government affairs public incompletely abundantly by itself, the institutionalized degree of making government affairs public is not high and lacking the supervision mechanism and administration of justice to relieve, etc.. So, the development of our country's administrative affairs publicity need new exploration in theory and using the theory to guide the further development of its activity of practice.Viewing from the angle of our country's politics development and socialist political civilization construction, regarding the important thought of 'Three Represents' as the guide, following the basic principles of dialectical materialism and historical materialism, consulting the laws and files that correlating with the question of " Administrative affairs publicity ", combining relevant knowledge of political science, law science and economics, basing on the China's actual conditions, drawing lessons from the domestic and international scholar's research results, this text offered some choice routes of how to improve our government's competence of administrative affairs publicity while emphatically analyzing the current situation and reason of it.
