The relations between china and Romania fluctuated in the 1960s. In this decade, the relations appeared two rises and two falls. Because the deterioration of the China-Soviet relations and the prominence of the Romania-Soviet's contradiction, in addition to the influence of international changing situation, China and Romania even went beyond the general relationship between socialist countries and formed a special intimate relationship at the two high tides in 1964 and at the end of 1960s. But during this period, Along with adjustment of Soviet Union's foreign policy and transformation of Chinese and Rumanian internal policies, the relations between the two countries also ebbed. In brief, The China-Romania relations presented the phenomenon of either being friend or stranger, sometimes being hot or cold in the 1960s.Studying the winding evolution of China-Romania relations, we may analyze their similarities and differences in diplomacy during that period. On one hand, being socialist countries after World War II, Romanian and China have a lot in common about diplomacy. Firstly, both countries pursued independent peaceful diplomacy, opposed hegemonism and great-nation chauvinism. Secondly, both countries paid much attention to the bilateral relationship with Soviet Union. Thirdly, both countries expanded contacts with the West in the 1960s. On the other hand, due to the specific conditions in these two different nations, there are marked differences in their diplomatic strategy, target, policy and other issues. Firstly, in foreign policy, China was relatively stable while Romania was relatively flexible. Secondly, to Soviet Union, China stressed struggle while Romania emphasized peaceful coexistence. Thirdly, on the issues of contacting with Western countries, China was more cautious while Romania was more urgent. Fourthly, in China-Romania relations, china was relatively passive while Romania was more active. Last, China stressed more on ideology while Romania emphasized mainly on national interests. Comparing and researching the China-Romania relations in 1960s not merely facilitate our realizing and understanding in an all-round way about the international situation at that time, but have positive meanings in the better formulation of national diplomacy.
