Since implementation of its reform and opening-up policy, China has achieved political stability along with sustainable and rapid economic development, gradually narrowing the gap with developed countries in terms of material wealth while exposing the accumulation of "soft power" as the weakest point in its development process. In the face of overwhelming "soft power" advantages enjoyed by U. S, it is an urgent task to build up China's own "soft power" . In order to realize the strategic goal of its peaceful development, it is necessary for China not only to gather "hard power" but also to develop prominent "soft powers" such as the appeals of its political system and culture, diplomatic persuasiveness and an amicable leadership and charming national image.The elevation of China's soft power is not only an important content of, but also the necessary means for China's peaceful development policy. China should take advantage of the key strategic opportunities during the first 20 years of 21th century to realize it peaceful development policy. By disseminating and promoting its culture and gaining the upper hand in ideological struggles, we may empower China with certain prominence in international publicizing. Therefore, to realize a new world order that is fairer and more reasonable in the process of integrating into the world, China should develop a new international strategic concept by adhering to the belief that diversities may co-exist and compete with each other, by promoting a new security outlook that emphasizes cooperation and multilateral security, by seeking the integration of China's national interest with the interest of man kind. In it development process, China should formulate stable relations with major powers, especially the relation with the U. S, the sole superpower. China also needs to strengthen the relations with developing countries and neighboring countries and to properly handle the issue of Taiwan to avoid its possible backlash against China's peaceful development.Peace is the prerequisite for development, while development is the guarantee for peace. China's peaceful development can't be realized without the development of its "hard power" coupled with the exploration and cultivation of its "soft power" . It's the utilization of "soft power" that may completely win the trust and understanding from international communities and display the charm of China's development path and model so as to create a stable and favorable external environment for the elevation of its "hard power" .
