[Abstract]: The legal practice on using and protecting international watercourses is mainly embodied through the formation and development of international custom,The pass of international treaties, in particular the pass of The Convention on the Law of the Non-Navigational Uses of International Watercourses and The emergence of lots of "soft law" documents. In this article, I have summed up several important basic principles which are always obeyed in the practice of using and protecting international watercourses: Respecting a country's sovereign rights on developing and using international watercourses; Equitable and reasonable utilization; No significant harm; International cooperation etc. What's more, It is found that the legal practice of international watercourses has its own characters, such as: its forms have gradually changed from international custom into international treaties; its applicable scope has expanded from some region to the whole world step by step; Also, the highly flexible principle of equitable and reasonable utilization has been applied to equalize the benefits between upper and lower state, etc. Combined with international watercourses of the international legal practice development, this article specifically analyzed the legal practice on using and protecting international watercourses in China, it was found that there were many problems, for example. China's international watercourses development level is not high enough, and Chinese governments have paid less attention to it. Finally, I tried to sum up the relevant international legal practice experience and lessons, meanwhile, some shallow suggestion on the use of international watercourses have been referred to.International Watercourses use and the protection of China...
