The right to know is a product of modern democracy movement, security issues of the right to know in various countries and regions in the modern democratic process are cause for concern. The content of security of the right to know is very rich, which involve all sectors, and specific administrative actions and people's political, economic and social lives, directly affecting people's immediate interests. Thus the safeguards value of the right to know of a specific administrative act is self-evident. Since January, 1945, American journalist Kent (Kent Cooper) called "no respect for (public 's) right to know, in a country and the world have no political freedom to speak of "first use" right to know ", research and systematic information has made considerable progress, legal system of security of the right to know has become the world's universally accepted system. By the end of 2002, 48 countries in the world have the information and open government and the legal system to establish and secure the citizens' right to know. At the same time to guarantee the right to information specific administrative acts of the administrative procedures established by law has been developed in the world.January 17, 2007 China examined and approved in principle the "government of the People's Republic of Information Ordinance", the Administrative Procedure Law (Draft) was also studied. Although Chinese law circle have made more in-depth research on security issues on the government information system, the study of a specific administrative act of the right to information security issues is little. Although some laws and regulations on the conduct of the Chief Executive to protect the right to information relative to the initial problem, specific violations of the right to know the events often happened, because of lack of a unified administrative procedures, lack of information security system, in real life, Therefore, the author studies from the perspective of a specific administrative act to protect our right.The author used real life case into a specific topic: First, from the perspective of a specific administrative act introduced to the general theory to know a specific administrative act, discussed the role of values in such areas from the meaning of nature, formation and evolution of history; Second, from the perspective of a specific administrative act to protect Western countries know the state of legislation models and information security; then put forward the thinking to improve the security system from our security system to know a specific administrative act of the state of legislation lack of information ; Finally, the author pointed out the significance of perfection of the right to know security system of China's specific administrative act.
