Since the system of self-governance among villagers was put into practice in 1990, it has met with the soft resistance and calm handle from the organizations at the grass-roots level, thus not achieving its desired practical effects. Self-governance among villagers has become meaningless formism in some places. Some experts in the field of politics and sociology have made deep researches on it in different aspects. But they commonly explored the practice and development from the point of view of management (the country) or the practicer (town government). They have made some researches on what kind of grass-roots politics the country needs and how self-governance among villagers further fits into the country' s administration demands. There are few to study what kind of the villagers as the main body of the system need. The paper probes into the outlet for the self-governance among villagers and the author thinks that villagers' no confidence to self-governance results from some external factors such as the country' s management at the primary level, etc, while the internal reasons, such as peasants' political demand and so on, lead to the lacking of the effective demand for self-governance.The paper tries to find the smooth ways to carry out self-governance among villagers from five aspects. Firstly, the author seeks the resources of rural governance in history by analyzing the rural construction practice of Mao Zedong and Liang Shuming etc. Secondly, the author thinks beginning with the connections between politics and economy, developing the economy and enriching the peasants is the essential way to improve the villagers' political participation consciousness. Thirdly, peasants' demand must be taken into consideration when the policies are made and the one-country-two-policy situation must be changed. Fourthly, great attention should be given to the effects of education, especially the vocational education, to self-governance. Fifthly, from the reality, China should develop the theory of self-governance among villagers with local characteristics and provide a theoretical guidance for its practice.
