The Villages and towns government, organizer of development of rural economy and social development, is shouldering the important responsibility of leading the broad masses to construct the New Socialism Rural comprehensively. With the continuous deepening of the Rural Tax Reform in China, function of government is changing into service style from administration style. As the present villages and towns management system is unsuitable for requests of the new condition and it blocked the villages and towns organizational effective operation and the development of rural economy severely, therefore the villages and towns organizational reform is imperative. However, the villages and towns organizational reform is a complex systematic engineering, it faces with a great many of problems and big difficulties and resistances. This article chiefly analyzed and studied on the practice of the villages and towns organizational reform in Henan province by utilizing the correlative theories of Science of Public Management and analyzing tool combined theory with practice. The towns and villages organizational reform has to scientifically fix the role of the villages and towns government, to simplify administrative structure, to condense Cadre Team, and to shift personnel based on government functions, to avoid stepping into the odd circle "simplified-inflated-simplified again-inflated again" once more. This main body of the article is comprised of three parts:The First Part: General analysis on villages and towns system and organizational reform. This part analyzed the Formation and Development of villages and towns system in China, as well as current status of villages and towns system in China, and put forward the necessity of villages and towns organizational reform accordingly. This article also illustrated several main research methods of villages and towns organizational reform, and also carried on the pros and cons analysis.The Second Part: Practice and problems analysis on towns and villages organizational reform in Henan province. Firstly, this part briefly reviewed the villages and towns organizational reform from 1998 to 2001, and then emphatically analyzed the background, content and existent problems of the villages and towns organizational reform in 2005.The Third Part: Countermeasures Proposal to the Perfection of villages and towns organizational reform in Henan province. This part analyzed on the goal orientation, Guiding Principles, as well as the importance and difficulties of the villages and towns organizational reform, also indicated that the key of villages and towns organizational reform in China is the transformation of function, and the difficulty of the reform is personnel shifting. Based on this, this article presented the corresponding countermeasures and suggestions to settle these issues.
