As the great development of internet, E-administration becomes the unavoidable requirement of the social progress. The administration, which is the biggest owner, producer, user and transmitter of social information resources, is facing a revolution that is never met before, for in the process of managing the national and social affairs, the administration collects, stores, transfers, and uses a large number of individual data. Therefore, in the process of public sharing the E-administration information, the problem of privacy protection can not be avoided. This thesis analyzes the possible tort in the process of the construction and share of the E-administration information resources and suggests the relevant protecting strategies.This thesis is composed of four chapters. Chapter I is an introduction. It explains the background and significance of my thesis and introduces the status quo of the construction and share of the E-administration information resources at home and abroad. Chapter II introduces the relevant definitions of the E-administration information resources and the right of privacy. Chapter III explores the tort problems in the construction and share of the E-administration information resources from two aspects: the management and techniques. The element of management includes: the administration's possible tort in the process of collecting, managing, transferring and sharing information as well as the possible tort caused by the exceeding of power in the individual information inquiry and the network supervision. The technical elements include: the violation of privacy caused by the defects of the share-equipment and the share-software as well as the tort caused by hackers' attack. Chapter IV examines the conflict of interest of privacy protection in the E-administration and ways to balance the conflict. After the analysis of the privacy protecting system at home and abroad, the network privacy protecting system which is suitable to our country is put forward: a system that is mainly protected by the law and is assisted by self-discipline and technical protection. The above analysis is carried from legislation, management and technique to introduce the strategies of the privacy protection of the individual information.Chapter III and Chapter IV are the main parts of the thesis.
