Along with the international traveling market day by day elevation of temperature, the world tourism already became the world first big industry, its huge economic society effect, has had the significant influence in the global scope. One of as tourism development basic essential factors, the tourism resources is self-evident in tourism development status and the significance, the degree of protection and exploitation will affect directly a national or the local tourism development future trend. The sustainable tourism development have the vital significance to implements our country sustainable development . The legislation demand comes from the realistic need, the legal existence the basic reason lies in can and is changing for the social reality the society provide the order support. Tourism sustainable development also need legal regime standard and safeguard. Through the various national tourism resources legislation analysis such as Italy, France, Russia, US, Canada, Mexico, Japan, South Korea and so on, may make clear of the tourism resources sustainable development legal regime fundamental construction. In the Chinese present law and regulations, there are many faults of the tourism resources protection correlation legislation or the instruction idea. In the practice stratification plane, take Yunnan Province's tourism resources development protection as the example, conducts the real diagnosis research to the tourism resources sustainable development legal regime.
