The article also assume "Letters and Visits" institution reform should unify the macro-institution background, relating the system of Letters and Visits with other relevant system. The new "Regulations on Letters and Visits" just only the first step of our reforming Letters and Visits system. The letters and visits institution, maybe, fulfill the historical task, as the building of modem society of rule of law.
