This thesis tries to study the regulative function of law and social fairness from the angle of some reforms of individual income tax law from 1994 to 2005 in our country which have promoted equal distribution of income. With development of inform and opening up to the outside world, there have generated some new social problems, especially the equal distribution of income. We have a common goal to construct socialist harmonious society. The Individual Income Tax is a generally acknowledged good tax in the world, it is a tool of regulating social income assign, so is our country. From the first institution of Individual Income Tax lawIn 1980, we expect it to regulate high income. Through analyzing its reforms in these years, we can find that though there are still some defects in latest law, our individual income tax have great influence on regulating social income assign. The matter of personal income gap, which belongs to the social well-being issue, relates to the people's self-interest and the realization of social fairness of socialist harmonious society. We should concern well-being issue, solve well-being issue, assure well-being issue, to make better social condition for constructing socialist harmonious society.From the phenomena of social income distribution in our country now, this paper comes to the conclusion that there have be objective facts of the personal income gap expanse in our county from objective datum and subjective investigation, then starting to discuss individual income tax which is to be the machine of regulation of income distribution.
