Diplomacy is regarded as one of the means for states to realize their foreign policy. Whether the diplomatic activity runs smoothly or not, it can directly affect a state's politics, economy and culture. Furthermore, the image and strength of a nation can be exhibited through diplomatic practices. The diplomatic activity has close relations with a country's diplomatic capability. The strong one can achieve the greatest benefits with the lowest costs, on the contrary, the weak one will lose out in foreign affairs practices, even will be in the status of passiveness when communicating with other nations.Besides, the word diplomatic capability is not the up-dated one. We can read it in varies of medias like TV, internet as well as newspapers and articles. But unfortunately, the academia hasn't brought up a clear definition. This article starts with the definition of diplomatic capability and analyzes its meaning, which includes the foundation of diplomatic capability, the instrument and impact of diplomatic capability, the level and carrier of diplomatic capability as well as the tangibility and intangibility of the diplomatic capability. With the understanding of the diplomatic capability, we can conclude the standards for judging it strong or weak. Also this article takes those diplomatic actors as examples like China, U S, Japan, U N etc. and analyzes that the diplomatic capability has close relationship with different international environment, different national power as well as the opportunity for diplomatic practice.Among many factors affecting the diplomatic capability, the key ones include politics, economy, military affairs, culture and ideology, scientific technology as well as personal influence. As a diplomatic actor, only by strengthening its diplomatic capability itself can it gain the biggest benefits with lowest costs.
