China's Current Government Supervision Problems

Today, in China, building a Good Governance. namely the rule of law government, the service government.the responsibility government and the effect government' is the object of reformation of Government institutions. Acrroding this, the Government Function might be changed, the structure of govenment administrative Decision-making might be greatly improved, and the legitimacy and validity of policy addressing might be better. However, on the current Socialist Market Economic System, with the inflation of the Local Government Financial Strength and the developing of the benifit claim of Local Government. there might be financial benefit conflict between the governments of the superior and the subordinate. The Local Government might addressed policies adopted by the Chinese govermnent to address ineompeletly or flexibly, or even ignored these policies, which must lead to the "opening-up" policies, so the Macroscopical Regulation and Control measures and the Perspective of Scientific Development might be too hard to be implemented.How guarantee the government authority, the execution of the exaltation government, insure the right policies, decision-making and the governmental order can carry out in the basic level completely. We'd better strengthen of the supervising, urging and inspecting of the policies addressing, and this is a kind of inevitable choice, is also a kind of best choice. In this article, we studied how to strengthen the supervising on policies addressing, improve the effect of the policies addressing, and strengthen the Government Authority, through advancing the system and measures on supervising, urging and inspecting General Affairs.On the foundation of studying the theoretics and the practices of Inspection at home and abroad and the actual running state of Chiese General Affairs Inspection System, we analysised the real reason of the "opening-up" policies existing, and correspondingly, we provided three objects on reforming the General Affairs Reforming System, conforming the estimating system for inspection, and constructing the inspecting-addressing responsibility system. According this. we intent to improve the inspector's working style and professional morality, consummate the inspection function, and build up the inspection authority. According this, we will build up a rigorous and omnidirectional inspecting and supervising net. and improve the effection of the policies addressing.
