This dissertation hold the opinion that strong government not only have strongadministrative authority, when it fulfill the function is restrained, stronggovernment should be under constitutional principle, it is restrained byconstitutional system, strong and responsible. And strong government is rationality,autonomy and high efficiency, but not autocratic government.This dissertation is composed of four part.The first chapter is introduction. And in this part main introduduct what is stronggovernment, the rise of government and the defects of government. This part is thebise of the whole dissertation, it is include why we still need public managementstrong government in today society, and the inevitability of strong government rise.The second chapter main expositions the performance of strong government, the roleof government in society and market economy, and in case of China, explains the featuresof strong government. The process management of strong government conflict with theprinciple of constitutional inevitablely, explain the conflict of strong governmentwith the rule of law, the principle of democratic, the principle of limited governmentand the principle of social interests.The third chapter expositions how adjustment between strong government andconstitutional system, the conflict of strong government and constitutional systemis eased because the adjustment of them. And in this chapter, introduce how managementof strong government in case of Singapore, which is a typical country of SoutheastAsia.The forth chapterThe combinate actual situation of China, exposition theinevitability of we need strong government at this stage, and express the hope thatwe construct the strong and responsible China government in constitutional system.
