With the transformation from industrialization to post-industrialization in western country, the traditional bureaucratic system, which once adapted to the industry society, has gradually shown its shortcomings. As a result, new public management movement has been launched, with the slogan "abandon the bureaucratic system ". It is an important change held by those overseas public management transformers to change the new public management from the traditional public administration as well as to replace the government concerned bureaucrats with various economic theories and market rules, which has exerted significant influence upon the innovation of the overseas official incentive mechanism. Our country has started the practice of civil servant system since 1993, and in these over 10 years' exploration, the structure of modern civil servant system has already been formed. But the problem is that institutional framework is not intact, and the official incentive mechanism has its flaw, which has dampened the official enthusiasm, the creative display, and has then hindered the improvement of government efficiency. Therefore, the perfection of official incentive mechanism becomes an urgent topic need to be solved. Under the circumstances of the new public management movement, it is a topic of profound significance to conduct researches into overseas official incentive mechanism and then to learn some lessons for sake of our reform and innovation.Based on the former study, the author of this article proposed to explore the development of overseas official incentive mechanism in new public management movement to establish the Chinese characterized official incentive mechanism, aiming at lastingly and widely stimulating their general working enthusiasm and creativity. What is new in this article lies in the suggestion of bring out the service government, the responsible government and the government culture remold. As in the western new public management, it is in the remold of the official organization and reconstructing the government culture that official's drive force has been spurred.This article consists four parts. Firstly, the author elaborated on some relevant concepts, including the definition of drive force, its types, the connotation of official incentive mechanism and its significance. Secondly, the author introduced the realistic background and the rationale of overseas official incentive mechanism development, and she also summarized the process and characteristic of transformation from the traditional public administration pattern to a new one. Thirdly, taking England, America and France as examples, she conducted a comparative analysis research and evaluated the overseas official incentive mechanism system, including four aspects such as examining and assessment, the promotion system, the salary system, the rewards and punishments system. Fourthly, she analyzed the current result and obstacles of official incentive mechanism in our country. What is more, she put forward a constructive suggestion for its improvement.
