Besides the preface and the conclusion, the paper is divided into four parts.The first part is on introduction of the system of civil litigation expenses. The author discusses the concept and components of litigation expenses, the value and the function of the system of civil litigation expenses, the nature of civil litigation expenses, and the burden of civil litigation expenses.The second part is on the history of the system of civil litigation expenses and the comparison of the system of civil litigation expenses of other states . Through comparing the systems of Germany, France, Japan, United Kingdom and United States, the paper indicates the direction of improving Chinese current system.The third part is on the analysis of the current system of civil litigation expenses , it is the most important part of this paper. The author not only applies the research methodology of the sociology , but also applies the research methodology of the economics and the psychology. Through applies these research methodology, the author finds some defects of our current system of civil litigation expenses such as the validity of the rules of litigation expenses, the standard of litigation expenses, the renderment of litigation expenses after the lawsuit and so on.The fourth part is on the ideas of reforming the system of civil litigation expenses. We should restructure the general principles of civil litigation expenses, as a result, a regulation of civil litigation expenses should be made by the Congress, and a scientific and complete system of civil litigation expenses should be established. And it must be a feasible scheme.
